Philippine-Korea Bilateral Labor Agreement on the Employment Permit System

The Implementation of Point System for Recruitment of Foreign Workers
Supervised by the Ministry of Employment and Labor MOEL of Republic of Korea, administered by the Human Resources Development service of Korea (HRDK) and cooperated by the Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA).
Objectives
*Since the previous system limit the potential candidates whose Korean ability is low but their competency for the job has been known great. To over come this limit, HRDKdesigned the new system for evaluating employees comprehensively by not only Korean ability but also by their physical ability, level of competence and job experience.

*The system will support employers to hire the right person, providing them information of various aspects of the job seekers to be hired including their EPS-TOPIK result, Skill Test, training course completions, national certificates, and job experiences.
*The system will broaden its range for the recruitment by giving chance to the people who has low ability of Korean but with plenty of job experience and dedication for the job.
The POINT SYSTEM
1st Round: EPS - Test of Proficiency in Korean
Reading Test 50 points
Listening Test 50 points
Total:
100 points
2nd Round: Skill Test
Physical Strength 30 points
Interview 30 points
Basic Skills 40 points

Total: 100 points
Additional Round: Competency Test (Optional)
Work experiences (one year or more) 3 points
Completed a vocational training course (120 Hours or more) 1 point
One who has a government issued certificate 1 point
Final Result will be announced at

TOPIK - Test of Proficiency in Korean
The Test of Proficiency in Korean (TOPIK) is a Korean language test offered six times annually (in Jan, Mar, Apr, Jul, Oct, Nov) to foreigners in Korea and twice annually (Apr, Oct) to people studying Korean in other countries. The TOPIK is for non-natives whose first language is not Korean, overseas Koreans who are learning Korean, those wishing to study at a Korean university, and for those who want to be employed at Korean companies in and outside of Korea. TOPIK is administered by the National Institute for International Education
